Digitalisation is a buzzword these days, but what does it actually mean for South Eastern Europe and the neighbouring area? How are countries in the region taking advantage of the opportunities offered by the Internet and digital technologies? What do they do to minimise the risks associated with the use of these technologies? And how can regional cooperation help the various actors address the challenges of digital transformation?

(S2) Digital skills and lifelong learning in the data economy
This session is aimed to discuss how data economy and digital skills can foster inclusion and expand global opportunities for lifelong learning, brought by the development of information and communication technologies (ICTs). Higher productivity and greater competition are putting additional pressure on job seekers, while digital migrants have to gain more flexibility in order to adapt to permanent digital transformations. We invite you to share your experiences as to how we can make the SEE community digitally smart and equipped with proper digital skill-set.

Data flows: What makes them & breaks them
(S3) Is the Internet neutral? From network neutrality to platform neutrality
The previous battle in the war for a free and open Internet was about net neutrality — equal access for all to the plumbing level of the Internet. One can say that there are clear rules now in place for this. But are the rules are good enough to serve their goal while at the same time allowing new innovative business models? The difference between the EU and the US regulatory frameworks will help understand the impact of the rules better. In parallel to the net neutrality at the pipe level, the next battle seems to be about content neutrality — equal access for all to the content level of the Internet. Some say that content neutrality is more important than net neutrality. It is not about what speed is available to what service but about which voices are heard and which are suppressed. Should it be guaranteed by law or can we hope that the platforms will be impartial and neutral about the content they are hosting? What remedies are available to handle this issue? Privacy law? Regulating content? Competition law? Consumer protection law?

(S4) Digital rights in SEE: Between awareness and enforcement
Multiple documents adopted by international organisations (such as the UN, the Council of Europe, and the European Parliament) have recognised that the same rights that humans have offline should also be protected online. However, the interplay between rights and responsibilities on the Internet may result in contradictory needs and behaviours. This world café session will focus on these contradicting needs and wants, around three themes:

Plus a discussion on whether and how national frameworks could be aligned, whether there are successful examples of regional cooperation on cybersecurity matters, and how can such cooperation be enhanced.

(S6) The click-economy: The practical implementation of data protection in the digital economy
With data as a central commodity in the digital economy, the use of personal data creates many questions and concerns regarding the protection of the rights we have as consumers. However, it also creates a chance for different actors to create innovative solutions to ensure and put these rights into practice. These developments are affected by the coming into force of a new EU legal framework through the General Data Protection Regulation and the discussions around the new ePrivacy Regulation. This session will also address issues such as awareness, gaps in the digital economy, how to ensure innovation and data governance for new services such as the Internet of Things.
